[scribus] text frames in Master page cannot be selected in the document page

The idea behind Master Pages is that this is fixed material, which does 
not vary from page to page where they are used, so you can only edit 
them when in the Edit Master Page mode.

Other material would be added on the regular pages, which show the 
Master Page as a background.
