I hasten to note:

In the development branch 1.5SVN, Master Pages can now have objects that 
may have a higher z-order (higher layer) so that the Master Page object 
overlays an object on a regular page.

Example: an automatic page number object on a Master Page can be given a 
z-order so it will always appear on top of objects on the regular page 
that are within lower layers.
