[scribus] How can I get a double underline in Scribus

Getting a double underline,

I can make a graphic of the example but that dose not look as nice as 
the original. The color of the underline is not important.

The document that I received is in docx format it dose show in ODT and 
it is a header on every page.

But It will not transfer into Scribus 1.4.1 on Windows OS.
