Which is why "page templates" are "master pages" in 1.3.x. Document templates
(File->New from template/Save as template) are completely different things.
If you always want to create a document in the same way with the same styles
etc etc, then you can make one from New from template (that you have created
before and saved as a template).
If you always want to create a page in the same way with the same background
(as frames on a master page are not yet editable), then you can make one from
Page->Insert and choose the master page, or simple apply a new master page to
any page in your document.
