Well this is imposition, which can be done in many ways. Since you're
sending this then print doesn't seem an issue (but maybe for your friend).
You can make a custom layout in Scribus. Use an A4 page (or US Letter
size) in landscape orientation. The first page will use the right half,
then pages 2&3 use the left and right sides of page 2, and so on.
If your friend is using Adobe Reader to view the PDF, he can set the
viewing in AR to his liking.
In short, there are many ways to accomplish what you want.
